After the armed Syrian revolution factions arrived in Damascus and overthrew Bashar al-Assad, Muhammad al-Bashir, head of the Syrian Salvation Government that had been running Idlib for years, was tasked with forming a new Syrian government that would take care of business until March 2025.
Since then, there have been announcements about the appointment of ministers and political and security officials in the new administration of Syria. According to the Jusoor Center for Studies, the appointments announced until the date of publication of the article outline the upcoming structure of the Syrian caretaker government.
The formation of the new Syrian government raised many questions, especially since some of these appointments were included on terrorist lists.
Ministers in the Syrian caretaker government:
Prime Minister: Mohamed Al-Bashir
A Syrian politician and engineer, born in Jabal al-Zawiya in Idlib in 1983. He holds a degree in electrical and electronic engineering from the University of Aleppo in 2007. He began his career as head of the precision instrumentation department at the gas plant of the Syrian Gas Company in 2011, and obtained a degree in Sharia and law from University of Idlib in 2021, in addition to a certificate in the principles of planning and administrative organization.
Al-Bashir served as Minister of Development in the Syrian Salvation Government in its fifth and sixth sessions, and the General Shura Council announced that it had granted him confidence by a majority to head the Council of Ministers of the Salvation Government in its seventh session in early 2024. The opposition assigned him to form a new Syrian government to manage the transitional phase after it was able to overthrow the Assad regime.
Minister of Foreign Affairs: Asaad Al-Shaibani
He was born in Al-Hasakah in 1987. He lived in Damascus and graduated from its university with a degree in English language and literature in 2009. He obtained master’s and doctorate degrees in political science and international relations from Istanbul Sabah al-Din Zaim University. He joined the Syrian revolution since its beginning in 2011, and worked on the humanitarian side. Then he contributed to establishing the Syrian Salvation Government and managing its political affairs.
Al-Shaybani took several pseudonyms, most notably Zaid al-Attar. He was the director of foreign relations in Hay’at Tahrir al-Sham and the director of the political administration in the Salvation Government in Idlib, which he was able to link to a number of foreign countries through his meetings with delegations near the “Bab al-Hawa” crossing on the Syrian-Turkish border. He also managed External security files, such as the foreign fighters file.
The Department of Political Affairs in Syria assigned him the portfolio of the Syrian Ministry of Foreign Affairs in late 2024.
Minister of Defense: Murhaf Abu Qasra
A former Syrian leader in the armed opposition, he was born in the city of Halfaya in Hama Governorate, and holds a bachelor’s degree in agricultural engineering from the University of Damascus.
He served as Commander-in-Chief of the military wing of Hay’at Tahrir al-Sham, and was in charge of engineering the military capabilities of the Syrian armed opposition in northern Syria since the start of the Syrian revolution in 2011. He led most of the military operations there, and was known by his military name, “Abu Hassan al-Hamawi.”
He is considered the most prominent leader of the Military Operations Department that led the battle of “deterring aggression” against the Syrian regime and was able to overthrow it. Following the fall of the ousted Bashar al-Assad’s government, the Syrian caretaker government appointed him Minister of Defense in late 2024.
Heads of the Syrian General Intelligence Service: Anas Khattab

The General Command of the new administration in Syria announced the appointment of Anas Khattab as the new head of the Syrian General Intelligence Service.
Syrian media confirmed that Khattab – known as Abu Ahmed Hudud, comes from the city of Jayroud in the Damascus countryside, and is the General Security Emir in Idlib and Hay’at Tahrir Al-Sham.
Khattab assumed the task of supervising the General Security Service, which spread across most of the Syrian governorates controlled by Hay’at Tahrir al-Sham, and began to undertake the tasks of establishing security, gathering information, and building spy networks about the people of each region.
Anas Hassan Khattab’s name was included on the terrorist list in September 2014, due to his association with Al-Qaeda.
Anas Hassan Khattab became the administrative emir of the Al-Nusra Front for the People of the Levant in early 2014, according to the report of the Sanctions Committee of the UN Security Council.
In late 2013, he was one of the leaders of the Al-Nusra Front and the general administrative emir of this group, and Khattab also became a member of the Shura Council of the Al-Nusra Front.
Khattab was in regular contact with the leadership of Al-Qaeda in Iraq, to receive financial and material assistance, and he helped facilitate financing and weapons for the Al-Nusra Front, according to the UN Security Council report.
Syrian reports suggested that Al-Julani’s “striking hand” speech in dealing with any future opposition was based on his experience in the city of Idlib, where the security apparatus played a fundamental role in consolidating the control of Hay’at Tahrir al-Sham and eliminating its opponents.
Khattab played a prominent role in Hay’at Tahrir al-Sham in continuing his influence as a major actor in the dynamics of security and control within the regions of northern Syria, which made his name closely linked to Tahrir al-Sham’s strategies in expanding its influence and tightening its security grip.
Minister of Interior: Mohamed Abdel Rahman
In 2022, he was appointed Minister of the Interior in the Syrian Salvation Government in its fifth session, and he continued in this position until the sixth session, during which he supervised the development of the ministry’s work in the liberated areas, including issuing identity cards to residents as part of efforts to improve services and enhance security in those areas. He was known at that time for his focus on strengthening internal security, combating crimes, and prosecuting criminals.
Minister of Health: Maher Al-Sharaa
Maher Al-Sharaa
Born in Damascus in 1973, he is a doctor specializing in gynecological surgery, infertility treatment, and fertility. He holds a doctorate degree in medical sciences, in addition to a diploma in health systems management.
He served as an advisor to the Minister of Health in the Salvation Government in Idlib Governorate, and this gave him experience in managing the health sector.
Al-Sharaa has sparked controversy in recent days on social media after news spread of his appointment as Minister of Health in the new government, given that he is Ahmed Al-Sharaa’s brother. Some warned of the return of what they described as “mediation and favoritism” that was prevalent during Assad’s rule, as they said..
Director of the Women’s Affairs Office: Aisha Al-Debs, the first woman in the new government
The new government appointed Aisha Al-Debs to the position of Director of the Women’s Affairs Office, making her the first woman to be appointed in the new phase of government in Syria.
Al-Debs is a human rights and humanitarian activist in the field of women’s rights, and has worked in humanitarian projects in refugee camps over the past years, according to local media.
Unlike previous ministers, the new authorities did not publish any details about Debs or her biography.
But the step came after the new government’s spokesman, Obaida Arnaout, sparked controversy due to his statements in which he said that appointing women to ministerial and parliamentary positions was premature, adding that “women’s biological and psychological nature” prevents them from performing some roles, as he put it.
Minister of Information: Muhammad Yaqoub Al-Omar
Muhammad Yaqoub Al Omar
He was born in the town of Khan al-Sabil in Idlib Governorate in 1985. He holds a degree in political science. Between 2012 and 2019, he worked as a journalist covering the most prominent battles in northern Syria.
He served as a member of the media office of the Army of Conquest, contributed to establishing the Information Directorate within the Syrian Salvation Government, and served as its director of public relations.
Minister of Agriculture and Irrigation: Mohamed Taha Al-Ahmad
Born in Hama in 1982, he obtained a bachelor’s degree in agricultural engineering from the University of Aleppo in 2007. He continued his postgraduate studies for a master’s degree in financial and economic evaluation of agricultural projects at Cairo University in 2012, and obtained a doctorate in agricultural development from the University of Idlib in 2020.
He served as Minister of Economy and Resources in the Salvation Government in the first and second terms, Minister of Agriculture in the third, fourth and fifth terms, and Minister of Agriculture and Irrigation in the sixth term. He assumed the position of civil administration and services in Idlib in 2017.
Minister of Education: Nazir Muhammad Al-Qadiri

Born in Damascus in 1970, he obtained a bachelor’s degree in Arabic language from Damascus University, and worked as an Arabic language teacher for 18 years.
He was arrested by the Assad regime in 2008, spent 10 years in prison, and was released in 2018. He later assumed responsibility for implementing educational plans in the Syrian Salvation Government.
Minister of Development: Fadi Al-Qasim
Born in 1980 in Idlib Governorate, he obtained a bachelor’s degree in civil engineering from the University of Aleppo in 2003, and continued his graduate studies in the field of urban planning and project management.
He worked as an engineer in the public and private sectors, and contributed to the implementation of infrastructure and development projects in various Syrian governorates. He was appointed Minister of Development and Humanitarian Affairs in the Salvation Government in its seventh session.
Minister of Local Administration and Services: Mohamed Abdel Rahman Muslim
Born in Idlib Governorate in 1980, he obtained a degree in civil engineering from the University of Aleppo in 2003.
He served as Deputy Minister of Local Administration and Services in the Syrian Salvation Government, and contributed to establishing and managing local councils in Idlib.
He worked as head of the local council in Maarat al-Numan between 2013 and 2015, then he was appointed director of the technical services department in the governorate, and supervised the implementation of reconstruction projects and the provision of basic services.
He served as Deputy Minister of Local Administration and Services in the Syrian Salvation Government, and continued in his position until he was assigned the portfolio of the Ministry of Local Administration and Services in the Syrian caretaker government in late 2024.
Minister of Endowments: Hossam Hussein
Hossam Hussein
He was born in Idlib Governorate in 1977. He holds a degree in Islamic Sharia and a diploma in educational qualification from the University of Damascus.
He began working as an Islamic education teacher in 2002, and was also involved in administrative and advocacy work in the liberated areas. He served as Minister of Endowments and Guidance in the Salvation Government in its fourth session.
Minister of Justice: Shadi Muhammad Al-Wisi
He was born in Aleppo Governorate in 1985. He holds a degree in Islamic Sharia and a diploma in educational qualification, and is still preparing his master’s thesis in Islamic and judicial studies. He was previously a member of the founding staff of the Quartet Sharia Committee in Aleppo.
Minister of Economy: Basil Abdel Aziz
He holds a Bachelor’s degree in energy engineering from the University of Aleppo in 2009. He completed advanced courses in economic feasibility studies, strategic planning and human resources management, and worked as a lecturer in the Faculty of Mechanical Engineering at the University of Aleppo.
He was the Minister of Economy and Resources in the Syrian Salvation Government in its third, fourth and fifth terms.
