The Arab foreign ministers affirmed their rejection of the allegations and lies repeated by the Israeli occupation government’s Prime Minister Benjamin Netanyahu in a desperate attempt to justify his refusal to withdraw from the Salah al-Din “Philadelphi” axis, considering those allegations as allegations aimed at obstructing the ceasefire efforts and the exchange of prisoners and hostages carried out by Egypt, Qatar and the United States of America, and that those allegations are attempts to distract attention and divert attention from the violations and aggressive and provocative policies adopted by Israel against the Palestinian people in the entire occupied Palestinian territory.

 

The Arab foreign ministers called – in a resolution issued today, Tuesday, at the conclusion of the 162nd session of the Arab League Council at the level of foreign ministers headed by Yemen – on the international community to activate the advisory opinion issued by the International Court of Justice on July 19, 2024, which confirmed, among other things, the illegality of Israel’s continued presence in the occupied Palestinian territory, and that Israel is obligated to end its illegal presence as soon as possible, and immediately cease and dismantle all settlement activities The Ministers stressed that all States and international organizations are obligated not to recognize the legitimacy of the situation resulting from the continued and illegal presence of the Israeli occupation in the occupied Palestinian territory and not to provide aid or assistance in maintaining this situation, and that the United Nations, especially the General Assembly and the Security Council, must consider the specific methods and additional measures necessary to put an end as soon as possible to the illegal presence of the Israeli occupation in the occupied Palestinian territory, and to call on the Secretariat to develop a plan, in coordination with Member States, to activate the advisory opinion. The Ministers urged the International Court of Justice to expedite the ruling on the subject of the case filed by the Republic of South Africa against Israel, on charges of its failure to fulfill its obligations under the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, based on the Court’s conclusion that the Palestinian people are protected under the Convention on the Prevention and Punishment of the Crime of Genocide The resolution referred to the agreement of the member states of the League of Arab States and the parties to the Convention on the Prevention and Punishment of the Crime of Genocide of 1948 to intervene officially to support the lawsuit filed by South Africa against Israel before the International Court of Justice regarding its violation of its obligations under the Convention during the brutal and ongoing Israeli aggression on the Gaza Strip. The Arab foreign ministers urged the International Criminal Court to proceed with the required action to issue arrest warrants against the leaders of the Israeli occupation, especially in light of the conclusion of the Office of the Prosecutor of the Court that there are reasonable grounds to believe that they have committed crimes within the jurisdiction of the Court. The ministers condemned Israel, the occupying power, for committing the crime of genocide against the Palestinian people in the Gaza Strip for more than 11 months, and targeting more than 145,000 Palestinian civilians between martyrs, wounded and missing, denouncing the crimes The systematic and widespread Israeli policies against the Palestinian people in the occupied West Bank, aimed at displacing them from their land, and the systematic destruction of Palestinian cities, villages, camps and their infrastructure, as well as the terrorizing of Israeli settlers, the killing and wounding of hundreds of Palestinian citizens, the demolition, burning and destruction of homes, farms and properties, and the arrest of thousands of Palestinians in inhumane conditions.

 

The ministers stressed that the commission by Israel, the occupying power, of the crime of displacing the Palestinian people from their land is considered a serious violation of international humanitarian law, and is tantamount to a declaration of war and an attack on Arab national security, and leads to the collapse of peace opportunities and exacerbates the conflict in the region.

 

The ministers announced their rejection and condemnation of the aggressive policies and measures taken by the Israeli occupation government against the embodiment of the independence of the State of Palestine, and the persistence in plans to annex the occupied West Bank lands, colonial settlement expansion, and the confiscation of thousands of dunams of Palestinian lands and declaring them as lands belonging to the occupying state, and condemning the persistence of Israel, the occupying power The occupation, in the policies of annexation and settlement in the occupied Syrian Golan.

 

They stressed the importance of full solidarity with Lebanon and strong condemnation of the ongoing Israeli aggression against it since October 2023, and support for Lebanon in its resistance and confrontation, and holding Israel responsible for the situation in the region sliding into undesirable consequences, and warning of the repercussions of launching a large-scale aggression against Lebanon in light of recent developments, which may lead to the outbreak of a comprehensive regional war and threaten the security and stability of the countries of the region.

 

The Council of Arab Foreign Ministers also condemned the increasing Israeli attacks on Lebanon recently in a worrying manner that terrorizes the Lebanese in populated areas.

 

The ministers denounced the brutal and escalating Israeli aggression against the Syrian Arab Republic, including targeting hundreds of civilians, destroying civilian buildings and infrastructure, and violating its sovereignty, which constitute crimes and serious violations of the law The Arab foreign ministers tasked the Arab group in New York with initiating steps to freeze Israel’s participation in the United Nations General Assembly, due to its failure to adhere to the purposes and principles of the United Nations Charter, its threat to international peace and security, and its failure to fulfill its obligations that were a condition for accepting its membership in the United Nations, and based on the advisory opinion issued by the International Court of Justice on July 19, 2024, by submitting a request in this regard to the President of the General Assembly and through him to the Credentials Committee that is formed at the beginning of the session of the United Nations General Assembly, and mobilizing the necessary international support for this.

 

The ministers announced their categorical rejection of Israel’s plans (the occupying power) for the day following the Israeli aggression, as well as their rejection of its control over any part of the Gaza Strip. The ministers demanded Israel’s complete withdrawal from the Gaza Strip, including the Salah al-Din (Philadelphi) axis and the Palestinian side of the Rafah crossing, considering that the Palestinian-Egyptian borders are sovereign borders that may not be touched. Stressing the need to operate the Rafah crossing in accordance with the applicable rules, and to remove all obstacles to safe, adequate and rapid humanitarian access through the crossing.

 

The Arab foreign ministers also condemned the aggressive Israeli measures targeting Islamic and Christian holy sites in the city of Jerusalem, especially the blessed Al-Aqsa Mosque, including undermining freedom of worship in the mosque, preventing worshipers from entering it, and its desecration, storming, desecration and vandalism of its contents by groups of Israeli settlers who perform Talmudic rituals in it, and attempts to change the historical and legal status quo in the blessed Al-Aqsa Mosque, and divide it temporally and spatially.

 

They affirmed their support for all efforts made by the Hashemite Kingdom of Jordan to protect Islamic and Christian holy sites in the occupied city of Jerusalem, and emphasized the role of the Hashemite guardianship over the Islamic and Christian holy sites in Jerusalem and its role in protecting its Arab, Islamic and Christian identity and preserving the historical and legal status quo in Jerusalem and its holy sites, and that The Jordanian Jerusalem Endowments and Al-Aqsa Mosque Affairs Administration is the exclusive legal authority with jurisdiction over managing the affairs of the blessed Al-Aqsa Mosque, maintaining it, and regulating entry to it. The ministers also stressed the role of the Jerusalem Committee and the Bayt Mal Al-Quds Agency, the executive arm of the committee, and support for all the efforts undertaken by the committee.

 

The Arab ministers warned against the dangerous terrorist acts and movements led by some members of the extremist right-wing Israeli government in the occupied city of Jerusalem, including the escalating incursions by thousands of Israeli settlers into the blessed Al-Aqsa Mosque, and the recent announcement of a plan to build a Jewish synagogue in the blessed Al-Aqsa Mosque, and warned that these dangerous and provocative terrorist acts could lead to the outbreak of a religious war in the region.

 

They announced their support for the decision of President Mahmoud Abbas, President of the State of Palestine, to head to the Gaza Strip with the aim of stopping the ongoing aggression on the Gaza Strip, and the complete and immediate withdrawal of the Israeli occupation forces from it, and to emphasize that the State of Palestine has jurisdiction over the entire territory of the state and to restore national unity under the umbrella of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, and to enable the government to assume its duties effectively in all the territories of the state Palestinian.

 

The ministers appreciated the efforts of the non-permanent Arab member of the Security Council, the People’s Democratic Republic of Algeria, in following up on the developments of the Palestinian issue in the Security Council, stopping the Israeli aggression on the Gaza Strip and reaching a ceasefire, as well as supporting Palestine’s request for full membership in the United Nations.

 

The Arab ministers announced their adoption and support of the State of Palestine’s move to obtain full membership in the United Nations, and called on the Security Council to accept this membership based on the resolution of the United Nations General Assembly, which decided the right of the State of Palestine and its eligibility for full membership in the United Nations and recommended that the Security Council reconsider this issue positively, and decided to grant the State of Palestine more rights and privileges in the United Nations, and to adopt and support the right of the State of Palestine to join international organizations and charters with the aim of strengthening its legal and international status, and embodying its independence and sovereignty over its land.

 

The Arab foreign ministers condemned the Israeli Knesset’s passing of an arbitrary bill in the first reading, classifying UNRWA as a terrorist organization and warning that Such a measure aims to end the agency’s work and liquidate the refugee issue.

 

The ministers requested the General Secretariat to coordinate with member states to implement the decision of the 33rd Arab Summit, which was held in the Kingdom of Bahrain on May 16, 2024, to include the list of extremist Israeli organizations and groups that storm the blessed Al-Aqsa Mosque and are linked to Israeli colonial settlements on the Arab national terrorism lists, and to announce the list of shame for Israeli figures who broadcast genocidal rhetoric and incitement against the Palestinian people in preparation for taking legal action against them, and to take the necessary measures to boycott all companies operating in illegal Israeli settlements in the Palestinian and Arab territories occupied in 1967.

 

The ministers also urged member states to provide the necessary financial support to the State of Palestine and to activate a transparent and agreed-upon Arab financial safety net to confront the punitive economic and financial measures practiced by Israel, the occupying power, against the State of Palestine, including the withholding and piracy of tax funds that are its right, and to stress the importance of the Arab states continuing to support the budget of the State of Palestine and fulfilling With its overdue and future obligations in this regard as quickly as possible in accordance with the decisions of the Arab Section, and extending thanks to the People’s Democratic Republic of Algeria, which recently paid $105.6 million, and the Republic of Iraq, which paid $20 million, as part of their contributions to support the budget of the State of Palestine.
